Environmental and Social Management Framework (ESMF)
An Environmental and Social Management Framework (ESMF) is a strategic document that provides the procedures for identifying, assessing, and managing environmental and social risks before the specific activities or subprojects of a program are fully defined. For the Kenya Digital Economy Acceleration Project (KDEAP, P170941), the ESMF enables the Information and Communications Technology Authority (ICTA) to meet the environmental and social requirements of both the World Bank Group (WBG) and the Government of Kenya (GoK). It sets out the methodologies, processes, and management measures necessary to ensure that the environmental and social risks and impacts of all subprojects are properly identified, evaluated, and effectively addressed.

Environmental and Social Commitment Plan (ESCP)
The Environmental and Social Commitment Plan (ESCP) is a mandatory, binding document that delineates the specific measures, responsibilities, and implementation timelines necessary for compliance with the World Bank’s Environmental and Social Framework (ESF). In the context of KDEAP, the ESCP details the environmental and social obligations to be undertaken or facilitated by the Recipient, including associated timeframes, institutional and staffing arrangements, capacity-building requirements, monitoring and reporting protocols, and grievance management mechanisms. It further identifies the environmental and social instruments that must be prepared, consulted upon, disclosed, and executed in accordance with the Environmental and Social Standards (ESS) and in a manner acceptable to the World Bank. Following adoption, these instruments may be revised only with the Bank’s prior written agreement.

Stakeholders Engagement Plan (SEP)
A Stakeholder Engagement Plan (SEP) is a formal document that sets out the approach for identifying, communicating with, and engaging individuals and groups who may be affected by, or have an interest in, a project. It is a core requirement of the World Bank’s Environmental and Social Standard 10 (ESS10) and is commonly applied in government and donor-supported initiatives. The KDEAP SEP provides a framework for identifying all relevant stakeholders and determining appropriate methods for their involvement throughout project implementation. It is a dynamic, living document that may be revised as needed to reflect changes in stakeholders or engagement needs over the life of the project.

Social Assessment
A Social Assessment (SA) is a systematic process used to identify, analyze, and understand the social context, risks, impacts, and opportunities related to a project. It helps ensure that the project is socially sustainable, inclusive, and responsive to the needs and concerns of all groups, particularly vulnerable or marginalized populations. For KDEAP, the social assessment aimed to profile the VMGs and examine their current engagement with the digital economy in the targeted areas. This included analyzing their socioeconomic and cultural characteristics, assessing their level of access to digital services, and evaluating both the potential benefits and adverse impacts the project may have on these groups.

Vulnerable and Marginalized Group Framework & Plan
The Vulnerable and Marginalized Groups Framework (VMGFP) is a document designed to identify, manage, and mitigate the potential social and economic impacts of project activities on vulnerable and marginalized groups (VMGs). It also provides a culturally appropriate strategy for engaging and collaborating with VMGs within the project footprint in Kenya. The VMGFP is a dynamic document that will be updated throughout the project’s implementation in consultation with the VMGs in the affected areas.

Sexual Exploitation and Abuse/Sexual Harassment Prevention and Response Action Plan
This Sexual Exploitation and Abuse/Sexual Harassment (SEA/SH) Prevention and Response Action Plan outlines how the project will put in place the necessary protocols and mechanisms to address SEA/SH risks; and how to address any SEA/SH allegations that may arise. The SEA/SH Prevention and Response Action Plan includes an Accountability and Response Framework, which details how allegations of SEA/SH will be handled (investigation procedures) and disciplinary action for violation of the Code of Conduct (CoC) by workers.

Grievance Redress Mechanism (GRM)
Grievance Redress Mechanisms (GRM) provide a formal process to ensure that complaints or concerns related to project activities are addressed efficiently and effectively. Grievances may include complaints about damages or injuries, concerns regarding routine project operations, or perceived adverse impacts. Proper identification and resolution of grievances help foster positive relationships between the project, affected communities, and other stakeholders. The KDEAP Grievance Redress Mechanism (GRM) is a structured system that enables individuals, communities, workers, or other stakeholders to raise concerns, complaints, or feedback regarding the project, and ensures that these issues are recorded, assessed, and resolved in a fair, timely, and transparent manner.

Resettlement Policy Framework
A Resettlement Policy Framework (RPF) is a guiding document that outlines the policies, principles, and procedures for managing resettlement and compensation in projects or programs where the specific sites or extent of land acquisition are not yet determined. The KDEAP RPF is prepared in accordance with Environmental and Social Standard (ESS) 5, which addresses land acquisition, restrictions on land use, and involuntary resettlement. ESS5 acknowledges that land acquisition and limitations on land use can have significant adverse effects on communities and individuals.

The Labour Management Plan (LMP) including Occupational Safety and Health
The Labour Management Plan (LMP) under the Kenya Digital Economy Acceleration Project (KDEAP, P170941) sets out clear procedures to ensure fair labour practices, safe working conditions, and effective grievance redress for all categories of project workers, including direct, contracted, and supply chain staff. It addresses key risks such as discrimination, child labour, forced labour, and SEAH/GBV, while promoting occupational health and safety standards consistent with Kenyan law and World Bank requirements. Incorporated within the broader Environmental and Social Management Framework (ESMF), the LMP ensures that labour safeguards are fully integrated into environmental and social risk management, thereby strengthening accountability, protecting workers’ rights, and supporting the secure and inclusive rollout of KDEAP’s digital infrastructure and services.
Security Management Plan (SMP)
The Security Management Plan (SMP) for the Kenya Digital Economy Acceleration Project (KDEAP) establishes a comprehensive framework to safeguard personnel, assets, and communities during implementation of Kenya’s digital transformation agenda. Anchored on World Bank Environmental and Social Standards, Good International Industry Practice, and Kenya’s legal framework, the plan identifies and mitigates risks such as terrorism, criminal activity, civil unrest, cattle rustling, armed attacks, and SEAH/GBV incidents. It emphasizes proactive risk assessment, structured engagement with public and private security providers, adherence to human rights principles, and transparent grievance redress mechanisms. By integrating community engagement, incident reporting, and proportionate security responses, the SMP ensures that KDEAP’s rollout of digital infrastructure, government services, and skills development is secure, inclusive, and resilient.
