KDEAP’s success depends on strong leadership, clear accountability, and expert implementation.
Two key bodies ensure the project stays on track: the Project Steering Committee (PSC) and the Project Implementation Unit (PIU).
Project Steering Committee (PSC)
The PSC provides strategic oversight, policy direction, and high-level decision-making to keep KDEAP aligned with national priorities.
Chaired by:
Principal Secretary, State Department for ICT and Digital Economy
Members include:
- Principal Secretaries from beneficiary ministries
- Chief Executive Officer, ICT Authority (ICTA)
- Director General, Communications Authority of Kenya
- Office of the Data Protection Commissioner
Representatives from:- Ministry of Education
- Ministry of Public Service, Performance and Delivery Management
- Ministry of Investments, Trade and Industry
- The National Treasury
- KDEAP Project Coordinator
The PSC meets regularly to review progress, address challenges, and make decisions that guide implementation.
Project Implementation Unit (PIU)
The PIU is the operational engine of KDEAP, managing day-to-day execution of activities. It is housed at the ICT Authority and works closely with ministries, agencies, and development partners.
Core responsibilities:
- Planning & Coordination: Oversee implementation across all project components.
- Financial Management: Ensure transparent and efficient use of funds in line with World Bank and GoK rules.
- Procurement: Manage acquisition of goods, works, and services.
- Monitoring & Evaluation: Track progress and measure impact.
- Stakeholder Engagement: Maintain collaboration with government, private sector, and communities.
