Component I: Digital Infrastructure & Access

We’re building Kenya’s “digital superhighway” expanding high-speed internet to more schools, hospitals, government offices, and communities.
Subcomponents:

1.1 Extending the Reach of the Backbone Network (Middle Mile)

  • Expanding and upgrading the national broadband backbone to ward level.
  • Adding redundancy and resilience to key fiber routes.
  • Exploring partnerships with private sector operators.

1.2 Increasing Last-Mile Connectivity for Education

  • Connecting universities, TVETs, and schools within 5km of fiber nodes.
  • Piloting innovative funding models for rural connections.
  • Providing bulk internet and campus Wi-Fi for learning institutions.

1.3 Enhancing Government Connectivity

  • Extending last-mile broadband to rural ministries, counties, and agencies.
  • Providing public Wi-Fi hotspots in markets, schools, Huduma centers, and post offices.

1.4 Strengthening the Digital Enabling Environment

  • Improving broadband policies, regulations, and Universal Service Fund efficiency.
  • Supporting sustainable, greener digital infrastructure.

1.5 Enhancing Regional Digital Infrastructure

  • Increasing cross-border fiber links from 8 to 14.
  • Building regional cybersecurity capacity and a Government Security Operations Centre.
  • Promoting climate-resilient ICT infrastructure.

Component II: Digital Government & Services

We’re making government services faster, simpler, and available at your fingertips.
Subcomponents:

2.1 Digitizing Selected Government Services

  • Assessing and upgrading e-service platforms.
  • Reengineering high-demand government services for online delivery.
  • Expanding multichannel access through Huduma Kenya.

2.2 Developing the Critical Enablers for Digital Government

  • Creating a shared services architecture for eGovernment.
  • Digitizing manual government records.
  • Establishing interoperability frameworks and cybersecurity safeguards.

2.3 Enhancing Regional Data Governance

  • Strengthening Kenya’s data protection regime in line with regional and global standards.
  • Building cybersecurity skills and setting up training centers of excellence.
  • Developing frameworks for secure cross-border data flows.

Component IV: Project Management

We’re ensuring KDEAP is delivered efficiently, transparently, and with measurable impact.

  • Strong governance through the Project Steering Committee.
  • Regular performance monitoring and reporting
  • Financial and procurement management that meets World Bank standards.

Component II: Digital Skills & Markets

We’re equipping Kenyans with the skills and tools to succeed in the digital economy.

Subcomponents:

3.1 Supporting Digital Literacy
Expanding the Digital Literacy Program to junior secondary schools, TVETs, and teacher colleges.
Providing ICT equipment like laptops and tablets.
Training teachers and promoting STEM for girls.

3.2 Enhancing Employment-Ready Digital Skills

  • Partnering with industry to deliver advanced digital skills training.
  • Offering entrepreneurship programs in the creative and tech industries.

3.3 Promoting Device Affordability

  • Designing financing schemes for affordable devices for students, entrepreneurs, and persons with disabilities.
  • Supporting e-waste management for end-of-life devices.

3.4 Positioning Kenya as a Regional Digital Hub

  • Developing a national strategy for software and digital services exports.
  • Harmonizing regional e-commerce rules and digital trade taxation.

Component V: Contingent Emergency Response (CERC)

We’re ready to act when crises strike.

  • Providing a rapid response mechanism to reallocate project resources in emergencies — whether natural disasters, pandemics, or other shocks — to keep essential digital services running.
