The Kenya Digital Economy Acceleration Project (KDEAP) is transforming how Kenya connects, learns, and does business. Led by the Government of Kenya through the ICT Authority under the Ministry of Information, Communications and Digital Economy and supported by the World Bank KDEAP’s mission is simple but powerful: To expand high-speed internet access, digitize public services, and equip citizens with the skills to thrive in the digital age.
We connect schools, hospitals, government offices, and marketplaces to reliable broadband; modernize government platforms for faster, more efficient service delivery; and create opportunities for youth, women, and persons with disabilities to participate in the digital economy.
KDEAP is building a future where every Kenyan, regardless of where they live can benefit from digital transformation.

Approach: Multiphase Programmatic Approach (Phase 1)

KDEAP focuses on three priority areas:

1. Digital Infrastructure & Access – Expanding the national broadband backbone to the last mile, especially in rural and underserved areas, and improving cross-border connectivity.
2. Digital Government & Services – Digitizing priority government services, improving interoperability, and enhancing secure data sharing across ministries.
3. Digital Skills & Markets – Scaling up the Digital Literacy Program to more schools and training institutions, building advanced digital skills, promoting device affordability, and positioning Kenya as a regional hub for software and digital content.

The project is structured in two phases:

1. Phase One (2023–2028): Focuses on expanding internet access, improving service delivery, and building digital skills.
2. Phase Two (2026–2030): Aims to create a data-driven and secure environment for enhanced digital service delivery and innovation.

Additionally, KDEAP plans to mobilize an estimated $100 million in private capital by engaging the private sector in broadband infrastructure development.
This initiative aligns with the Kenya’s National Digital Masterplan,”  which aspires to transform the country into a regional ICT hub by increasing fiber optic coverage to 100,000 km and digitizing 80% of public services.
