Subcomponents:
1.1 Extending the Reach of the Backbone Network (Middle Mile)
- Expanding and upgrading the national broadband backbone to ward level.
- Adding redundancy and resilience to key fiber routes.
- Exploring partnerships with private sector operators.
1.2 Increasing Last-Mile Connectivity for Education
- Connecting universities, TVETs, and schools within 5km of fiber nodes.
- Piloting innovative funding models for rural connections.
- Providing bulk internet and campus Wi-Fi for learning institutions.
1.3 Enhancing Government Connectivity
- Extending last-mile broadband to rural ministries, counties, and agencies.
- Providing public Wi-Fi hotspots in markets, schools, Huduma centers, and post offices.
1.4 Strengthening the Digital Enabling Environment
- Improving broadband policies, regulations, and Universal Service Fund efficiency.
- Supporting sustainable, greener digital infrastructure.
1.5 Enhancing Regional Digital Infrastructure
- Increasing cross-border fiber links from 8 to 14.
- Building regional cybersecurity capacity and a Government Security Operations Centre.
- Promoting climate-resilient ICT infrastructure.
