Environmental and Social Risk Management (safeguards)
Environmental and Social Risk Management (ESRM) is a framework used to identify, assess, mitigate, monitor, manage and report environmental and social risks associated with a project. They provide structured guidance to ensure that projects are implemented in a way that avoids or minimizes negative impacts on the environment, respects human rights, safeguards communities, enhance positive outcomes for stakeholders and promotes sustainable development while complying with national regulations and donor safeguard policies, such as the World Bank Environmental and Social Framework (ESF).

Environmental and Social Safeguards Instruments are applied through a systematic, phased approach manner that covers the entire project lifecycle from planning and design, through implementation and monitoring and final closure. These instruments provide the technical basis for identifying, predicting, and evaluating the potential environmental and social impacts associated with proposed projects, and for establishing appropriate mitigation, monitoring, and management measures. They ensure that development activities are undertaken in a manner that protects environmental quality, promotes public health and safety, conserves natural resources, and upholds the rights and welfare of the affected communities.

The safeguards instrument
Environmental and Social Safeguards Instruments are the assessments, plans, and management tools used to identify project risks, define mitigation measures, and support environmentally and socially responsible implementation. The specific instruments required vary based on the project’s risk category, sector, and applicable regulatory and or donor / financier requirements.
Safeguards instruments include but not limited to: Environmental and Social Impact Assessment (ESIA), Strategic Environmental Assessment (SEA), Environmental and Social Management Plan (ESMP), Environmental and Social Management Framework (ESMF), Resettlement Action Plan (RAP), Livelihood Restoration Plan (LRP), Resettlement Policy Framework (RPF), Labor Management Procedures (LMP), Stakeholder Engagement Plan (SEP), Communication Strategy, Grievance Redress Mechanism (GRM), Contractor Environmental and Social Management Plan (C-ESMP), Sexual Exploitation & Abuse and Sexual Harassment (SEA/SH), Vulnerable and Marginalized Groups Framework (VMGF), emergency response plans, and monitoring/audit tools.
