Kenya is recognized as a digital leader in Africa, with high mobile broadband coverage, world-leading mobile money adoption, and a thriving technology sector. But the benefits of digital progress have not reached everyone equally rural areas still face limited broadband access, many public services remain offline, and digital skills gaps persist.
To bridge these divides, the Government of Kenya with support from the World Bank launched KDEAP in March 2023. The project builds on landmark investments such as the National Optic Fiber Backbone Infrastructure (NOFBI) and the Digital Literacy Program, while aligning with national priorities like Kenya Vision 2030, the Digital Economy Blueprint, and the African Union Digital Transformation Strategy for Africa.
KDEAP is also a key part of the Eastern Africa Regional Digital Integration agenda, linking Kenya’s infrastructure, data governance, and digital services with neighbouring countries to boost cross-border trade and innovation.

KDEAP is driven by measurable results. By the end of Phase 1 in 2028, we aim to:

100,000 km of national fiber network built or upgraded.
80% of government services available online.
Thousands of institutions connected, including schools, TVETs, health facilities, and government offices.
Millions of Kenyans trained in digital skills, with targeted programs for women, youth, and persons with disabilities.
Affordable devices provided to students, entrepreneurs, and PWDs through innovative financing schemes.
14 cross-border fiber connections (up from 8) to boost regional digital trade.
Secure digital environment with stronger data protection, cybersecurity capacity, and regional data governance frameworks.
